The Stillwater Lift Bridge will reopen at 3 p.m., Monday, April 18.The bridge closed April 8 when rising flood water approached the bridge deck and
 electrical lift motors beneath the deck.

Does anyone know if it truly opened and is it safe?

You'll have to trust the department of transportation on the safety issue.  They are pretty alert to bridge safety issues since the 35W collapse so I would tend to trust what they say.  I haven't been accross the bridge today but it should be open.
